FREEDOM FROM FEAR - The Fourth Freedom Forum derives its name from President Franklin D. Roosevelt's Message to Congress in January 1941: "The fourth (freedom) is freedom from fear, which translated into world terms, means a worldwide reduction of armaments, to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor, anywhere in the world." The Forum's goal is a more civilized world based on the force of law rather than the law of force. It explores options for the non-violent resolution of international conflicts. The Forum believes that economic power is greater than military might, and that the effective use of economic incentives and sanctions offers the greatest hope for creating a more secure and peaceful future.
